Stafford's Mission for Transparency: Residents Raise Nearly 20% of FOIA Costs in a Single Day
A community-funded effort to obtain communications between Stafford County officials and data center interests raises questions about public access, government accountability, and the cost of transparency.
How you can contribute
Help obtain and publish the public records behind Stafford’s data center decisions. Every contribution brings the community closer to covering the estimated $5,908.61 cost of FOIA #5267 while efforts to reduce that cost continue.

As Stafford County continues to consider major data center developments, residents are contributing their own money to learn more about communications between county officials and the developers and representatives involved.
Nearly One-Fifth Raised Toward Public Records
What began as a public records request has become a community-funded effort to obtain information about decisions affecting Stafford County’s future.
On October 12, 2026, the Save Stafford Initiative submitted Freedom of Information Act Request #5267, seeking communications between current and former county officials, Planning Commission members, data center developers, attorneys, consultants, and other representatives.
The county subsequently provided an estimated processing cost of $5,908.61. Rather than abandon the request, community members began contributing toward the expense.
According to the initiative’s fundraising update, residents raised nearly one-fifth of the estimated cost in a single day. That reported milestone represents approximately $1,180; it is not a verified current donation balance.
The response demonstrates that participating residents consider these records important enough to help pay for their release.
What Information Is Being Requested?
FOIA Request #5267 seeks existing records concerning communications about data center development dating back to January 1, 2023. The request includes emails, text messages, meeting notes, calendars, communications with developers and their representatives, and relevant confidentiality agreements.
The purpose is to better understand how data center proposals were discussed, what information was shared with decision-makers, and how those communications related to public decisions.
The request does not establish or allege that wrongdoing occurred. It seeks records that may help residents independently evaluate the decision-making process.

Why Does Access Cost Nearly $6,000?
The county’s itemized estimate identifies 212.68 hours of anticipated work.
| Department | Estimated hours | Estimated cost |
|---|---|---|
| County Attorney’s Office | 132.68 | $3,530.61 |
| County Administration | 40 | $1,218.00 |
| Planning and Zoning | 40 | $1,160.00 |
| Total | 212.68 | $5,908.61 |
The estimate lists no charges for copies or supplies. The anticipated expense comes from staff labor. Requesting digital copies alone would therefore not eliminate the estimated labor costs.
The estimate identifies positions, hourly rates, and estimated hours. However, it does not fully explain how those hours would be divided among locating records, reviewing material, applying legally required redactions, and preparing documents for release. Those details would help residents better understand the estimate.
A Community Questions the Cost of Transparency
The request generated an extensive Facebook discussion, with residents expressing different perspectives on access to government records.
Some questioned why taxpayers should pay additional charges to access information maintained by public employees. Others acknowledged that locating and reviewing several years of communications requires substantial time.
Suggestions included seeking a fee reduction, limiting the request to specific dates or projects, using electronic search tools, or involving news organizations. Others offered financial support.
A recurring concern was whether high processing costs could prevent ordinary residents from obtaining information legally available to the public. These comments reflect participants’ views, rather than a countywide survey. A costly records request is not, by itself, evidence that records are being deliberately withheld.
Could Stafford County Reduce or Waive the Cost?
Under Virginia Code § 2.2-3704(F), public bodies may charge reasonable fees that do not exceed actual costs of accessing, duplicating, supplying, or searching for requested records. They must also make reasonable efforts to supply records at the lowest possible cost.
The statute does not guarantee a public-interest fee waiver. The initiative can nevertheless ask the county whether a voluntary reduction or waiver is possible.
Questions about who has authority to waive charges, and whether any committee action would be required, remain unverified. An itemized estimate provides a starting point for discussion; it does not resolve those procedural questions.
Seeking a More Affordable Solution
The initiative has contacted county representatives about reducing the expense and reports receiving a response indicating that narrowing the time period could significantly reduce the cost. County staff have been prompt and helpful in responding.
A narrower request could reduce the material staff must search and review. However, limiting the dates, officials, or projects could also exclude communications residents want to examine.
The initiative is considering ways to reduce unnecessary costs while preserving access to meaningful information. The objective is to obtain useful records, make them available for public review, and document what they actually show.
Public Trust Requires Accessible Information
Data center development raises consequential questions about land use, transportation, electrical infrastructure, public services, and long-term county finances. Residents may disagree about the benefits and costs. Access to government records can help everyone evaluate decisions using the same underlying information.
The public should be able to understand how major decisions are made, who participates, and what information officials consider. Responding to broad requests also requires public resources. Finding a reasonable balance between access and administrative costs deserves open discussion.
For Save Stafford, the goal is to obtain the records, examine the evidence, and share the findings with the community.
Help Bring the Records Into Public View
The community’s support has brought this request closer to being funded while discussions about reducing the cost continue. A contribution of $10, $25, $50, or any amount can help support the effort to obtain and publish these records.
Review FOIA #5267 and its estimated costs
The Save Stafford Initiative intends to make obtained records available for community review, subject to applicable legal restrictions.
